Beijing Hosts University-Industry Integration Launch for SME Empowerment.


On January 18th, the Ministry of Industry and Information Technology and the Ministry of Education jointly held a launch meeting in Beijing for the integration of industry and education through the application of university scientific and technological achievements to empower small and medium-sized enterprises (SMEs). Xu Xiaolan, Deputy Minister of the Ministry of Industry and Information Technology, and Sun Yao, member of the Party Group and Deputy Minister of the Ministry of Education, attended the meeting and delivered speeches.

The meeting emphasized that promoting the application of university scientific and technological achievements to empower SMEs is an important measure to implement the decisions and plans of the Central Committee of the Communist Party and the State Council. It is also a vital approach to enhance the innovation capabilities of SMEs. It is essential to adhere to the principle of enterprise-led, university-empowered, demand-driven, and supply-demand matching. The aim is to construct a cooperation model where enterprises “issue requests” and universities “respond to these requests”, effectively integrating university research outcomes with SME needs. This approach aims to break down the barriers between technology supply and demand, promote the deep integration of the innovation and industrial chains, and address the innovation deficiencies in SMEs. Active exploration of effective models for university empowerment of SMEs is encouraged, with a focus on precisely refining supply and demand, establishing regular cooperation mechanisms, and paying attention to the application and protection of intellectual property rights. Strengthening departmental coordination, increasing policy support, and leveraging the role of universities as a major source of scientific and technological innovation and of SMEs as key players in industrial innovation is critical. This collaborative effort aims to transform university scientific and technological achievements into productive forces, enhance the innovative development capability of SMEs, and drive the “Special Action for University Scientific and Technological Achievements to Empower SMEs” to achieve deeper and more practical results.

Officials from relevant departments and bureaus of the Ministry of Industry and Information Technology and the Ministry of Education, representatives from 13 universities including Peking University, Beihang University, Beijing Institute of Technology, and University of Science and Technology Beijing, as well as representatives from specialized and innovative SMEs participated in the meeting.
