On October 18, 2023, Jin Zhuanglong, Minister of Industry and Information Technology, participated in the third Belt and Road International Cooperation High-Level Forum on Connectivity and spoke during the thematic discussion session.
Jin Zhuanglong pointed out that under the guidance of President Xi Jinping’s important discourse on jointly building the Belt and Road, we have actively responded to the urgent needs of countries along the route to advance industrialization, modernization, and improve infrastructure levels. We have comprehensively promoted international capacity and equipment manufacturing cooperation. Major projects have been implemented in fields such as raw materials, automobiles, high-speed rail, civil aviation, biomedicine, green environmental protection, and the digital economy. More than 130 sets of transborder land cables and over ten international sea cables have been built. The construction of the China-ASEAN Information Harbor and the China-Arab Online Silk Road is flourishing, effectively driving the industrialization process of countries along the route and contributing to the improvement of local livelihoods and socio-economic development.
Jin Zhuanglong stated that with the deepening development of a new round of technological revolution and industrial transformation, China is accelerating the advancement of new industrialization and building a modern industrial system, offering vast cooperative opportunities for countries to deepen connectivity and cultivate new growth drivers. We will implement the Belt and Road initiative in-depth, take the third Belt and Road International Cooperation High-Level Forum as a new opportunity, and work with all parties to promote the high-quality development of the Belt and Road. We will continue to deepen digital infrastructure connectivity, advance the construction of transborder land cables and international sea cables, and improve the level of international communication connectivity. We will vigorously promote the construction and widespread application of 4G and 5G networks, enhance the accessibility of information and communication technology, and aid the upgrading and efficiency improvement of traditional infrastructure. Accelerating the construction of data centers and industrial internet and other new digital infrastructure will better leverage the active role of data as a factor, explore new technologies, new business forms, and new models, and promote the growth of the digital economy. Strengthening the connectivity of industrial chains and supply chains, we will deepen cooperation in the industrial field, lead with major projects and key engineering projects, create a favorable business environment, and guide and support more capable and reputable Chinese enterprises to invest in countries along the route. Seizing the opportunities of the new industrial revolution, we will strengthen cooperation in frontier areas such as intelligent manufacturing, green manufacturing, and new materials to jointly promote technological progress and industrial development and build a global industrial chain and supply chain system that is safe, stable, smooth, efficient, open, inclusive, and mutually beneficial. Promoting interconnectivity of enterprise cooperation platforms, we will enhance policy communication, jointly build a Belt and Road cooperation service platform, continue to play the role of exchange platforms such as the China International Small and Medium Enterprises Fair, and drive more high-tech enterprises and specialized small and medium enterprises to actively integrate into the Belt and Road construction, allowing the fruits of industrial cooperation to better benefit the people of all countries.
